Guess we have a couple of Steves here.
All ships are in the boats directory of v4. I think what I have is a schedule problem in that the ship is not under me because it is not time for it to be in that location. When I go to Naval Station Norfolk, all the ships are there, or at least I see different ships than normal default. However, there are multiple carriers one on top of another. I believe you knew about this.
If I am correct about the schedule issue, then it really needs more emphasis in the manual.

Steve, just so we are 100% convinced, please navigate to your Haze Gray Studios folder and then copy/paste your installation path here. Or take a picture of it.
For example, here is mine:
D:\Program Files\Lockheed Martin\Prepar3D v4\Haze Gray Studios

F:\LOCKHEED MARTIN\PREPAR3D V4\HAZE GRAY STUDIOS
However, only a documentation folder is located there. In this folder is several .pdf, kmz and a xlsx file. There is also a Options folder which contains a .cfg and .xml file. The ships are all in the simobjects\boats folder and the hgtraffic files are in the scenery\world\scenery folder.
To add to the installation, I have a HazeGrey folder in the gauges folder and HG files in the Effects folder so I am sure it installed correctly.

OK that looks correct. It's all there.
Next question -- is your boat traffic set to 10% or more?

All AI set to 15%.
I think you missed this part of my second post, " All ships are in the boats directory of v4. Steve, the time setting is dictated by the saved flight file. It should not matter what your time settings are when you load one of the saved flights.
Please pick one saved flight, and open it up with Notepad. Let me know the DateTimeSeason entries:
<Section Name="DateTimeSeason"> <Property Name="Season" Value="Winter" /> <Property Name="Year" Value="2017" /> <Property Name="Day" Value="257" /> <Property Name="Hours" Value="18" /> <Property Name="Minutes" Value="2" /> <Property Name="Seconds" Value="15" /> </Section>

Well, that matches what I have. Thanks for posting.
And when you fly this one, Steve, there is no ship underneath you?
Have you made any of these flights your default flight, by any chance? That is the only way I am able to reproduce this issue.

No. When I load the scenario it defaults to fall, day, 9, 53, 31. So I set the timedateseason to above day 245 is 2 sep 2017 and the ship is under me.
In the scenario listing it shows 7/10/2017 for date, time 15:14, not that listed above, although it may be GMT?
My default scenario is the original

And this problem happens with every saved flight you try?
Do other flights also take place at the same time on July 10?

I'll check and post tomorrow, but I think they are all different.

Steve, OK I think I misunderstood -- if you are looking at the file and it shows July 10 in File Explorer then that was the date when I last saved that file. Is what you were referring to?

Steve,
One thing I noticed is the season seems to mean something in P3D v4. When I change SUMMER to FALL in that file we were testing (USNS ALAN SHEPARD off OAHU)... then I find myself about 50-100 yard behind the ship.... with no other dates or other parameters changed.
But there is some setting that is not allowing you to load the date/time/season that is listed in the file, and I'm not (yet) able to say what it is.
I will ask this, even though I don't think it is relevant:
In GENERAL OPTIONS, there is box called Use System Time for Default Scenario. I get the same results whether checked or uncheck (unless I am using this flight as a default) so I don't think it makes a difference, but I wanted to ask.
